COD Policy
Refunding Cash on Delivery (COD) orders can't be done through a payment gateway, so some stores don't accept returns on them.
Go to WooCommerce → ReturnDesk → Advanced → Regional & Policy → COD Return Policy.

The policy applies to returns only - customers can still request exchanges on COD orders. It checks the WooCommerce Cash on Delivery gateway (cod).
Tip: if you allow COD returns, consider offering Refund to store credit so you don't need to send cash back. See Refunds.
