Navigate to WooCommerce → ShipLabel → Automation.

A carrier is only considered "configured" once it's enabled and has valid credentials entered (and, for FedEx, an account number) - see Order Fulfillments for how auto-fulfill interacts with Standard Mode vs. Order Fulfillments Mode.
